There is no victim in the world, neither in this universe.By LOA, everyone is matched-up with those who are vibrational harmony with him. We will only meet those who are "on the same page" with us, or in the same channel with us.
Like radio's frequency, diff frequencies constitute diff channels, we can only hear the program which is same channel with us.
We r all creators. Everything is our own creation. Reality is our creation. Experience is our creation. Victim, is also our own creation!
